FIRST ARRESTS MADE IN SEXUAL ASSAULTS

Jackson , WY . In breaking news, the Jackson Police Department has two suspects in custody stemming from the recent assault cases.

FEDERICO LOPEZ and GUSTAVO BONILLA are being held for felony “accessory before the fact to sexual assault in the first degree.”  Jackson Police Officers are currently questioning Lopez, and Bonilla is awaiting extradition from Montana .  Warrants are still out for Daniel Juarez Hernandez and Armando Rodriguez Aguilar.  The Police Department believes these four individuals were involved in the two cases.  They are not looking for further suspects.

“When the two cases began ten days ago we had meager descriptions of the perpetrators, only that they were Latino,” said Interim Police Chief Scott Terry.  “Today I am thrilled to say we have identified all of the suspects who were involved.  We know two are in Mexico and two are in custody.”

Terry credits the dedication of the investigative team at the Jackson Police Department, the patrol officers who are the eyes and ears to the community, the coordination with the Teton County Sheriff’s office, the Wyoming Division of Criminal Investigation, other regional jurisdictions, the media, the Latino Resource Center and the citizens who stepped up to participate in the investigation.

“This department has risen to this effort.  Our officers care about this community, and more importantly they understand what kind of impact violent crimes like these have on a small town.  They are dedicated to their mission statement, and I could not be more impressed,” a smiling Chief Terry said.

UPDATE 08/30/2005

JACKSON POLICE OFFER LOOK INTO RECENT INVESTIGATIONS

Jackson, WY. The Jackson Police Department (JPD) has worked tirelessly in the past week to bring closure to several serious crimes that have occurred.  Investigations are inherently secretive and well calculated, and because of that often the general public is not aware of the ongoing efforts being made.

Interim Police Chief Scott Terry said, “At this point in the cases, we feel it’s important to share with the public some of the ‘behind the scenes’ work the Police Department conducted last week.”

Initially, the JPD formed a task force utilizing the combined strength of the Teton County Sheriff’s Office, the Wyoming Division of Criminal Investigation, consultation with the Federal Bureau of Investigation, and their own trained staff.  These organized investigative teams contacted the majority of local businesses known to employ large numbers of Latinos, asking for help in locating the suspects based upon descriptions and ultimately composite drawings.

In the nights following Saturday, August 20, the JPD deployed two undercover operations using roving surveillance teams and undercover policewomen.  These teams operated throughout the night and into the early morning at various locations throughout the town.  While these efforts were ongoing, other officers worked to gather and review numerous private business surveillance videos from the downtown area.

Jackson officers were in constant communications between law enforcement agencies as far away as Las Vegas, NV, Boise, ID and Wenatchee, WA in attempts to identify potential suspects.  Additionally, staff members conducted in excess of one hundred investigative interviews.

Because it was not already in place, the JPD purchased and deployed state of the art composite drawing software, found to be invaluable in these cases.

The strategy, which at the time was not communicated to the general public, was to allow time for the suspects to talk about their involvement to others, for their facial bruising to become apparent, and complete undercover operations and ground investigations.  Then, within days, to alert the media and public with a plea for information and offer a substantial reward for information.

After expending approximately 208 overtime hours for the Jackson Police alone, in addition to their regularly scheduled work time, this strategy resulted in the identification of two suspects.  Further investigation resulted in gathering physical evidence through the service of two search warrants and receiving consent to conduct five additional residential searches.  Arrest warrants were issued and a manhunt ensued.

“The mission of the Jackson Police Department is ‘…enhance the quality of life, and provide for the safety & security of residents and visitors through professional police services,’” Terry stated.  “This ethic was foremost in our minds while conducting these investigations.  It continues everyday, with every shift.”

Looking forward, the Latin Resource Center is conducting a community forum to talk about the crimes and build trust between Latinos and Anglos on Thursday, September 1 at 7pm at St. John’s Episcopal Church.  The goal of the forum is to alleviate tensions and build unity against the recent incidents.  Special guests for Thursday likely include Carmina Oaks, Sheriff Zimmer, Chief Terry, Deb Sprague of the Community Counseling Center, and a representative from the Community Safety Network.

“Monday night Sheriff Zimmer and I attended a standing-room-only meeting hosted by the Latino Resource Center,” Terry said.  “The Latinos living here, raising their families, and working hard every day are equally as concerned about the recent crimes.  They see Jackson as their community too, and want to help however they can.”  People with questions about this meeting should contact Carmina Oaks at 307.734.0333.
